A denial-of-service attack (DoS attack) or distributed denial-of-service attack (DDoS attack) is an attempt to make a computer resource unavailable to its intended users. In this case, there is no "attack", the intended users are merely using the services they pay for.

Their(and his encouragement) INTENT is a key factor in any court case.
