if anything this is a digital protest, the constitution grants us citizens the right to gather protest which is basically what lyons wants for users who pay for a service to protest by showing that the att network sucks. If the data traffic effects voice calls, and someone couldnt think through, well then apparently att needs to beef up the service because they couldnt supply a service which they promise to provide.
