Backbone upgrade usually do not require laying new fiber(the major expense), it usually just means changing the hardware on both ends of the connection. Now when you exceed the maximum amount your fiber bundle can handle, you do have to run new fiber. Most areas still have a ton of dark fiber(backbone) that was put down with government money in 1996(?).
