I use to work for Verizon Wireless and even with all blocks in place and all apps removed from a phone some people would still get hit with the $1.99 fee. Our system engineers said they didn't know why or "the customer must still have an app on the phone." When you look at $1.99/mb x 87 million customers, thats alot of potential revenue.
