Except in the case of that cover up it was a somewhat well known fact that every insurance agency in the country already knew that this link existed and charged smokers more since they knew it shortened their life expectancy. So lets consider the difference here briefly:

Smoking:
1. You were ingesting a burning chemical.
2. There was a large body of evidence that it caused harm.
3. Smokers showed other obvious physical damage from doing so: loss of lung capacity, yellowing of teeth and so on.
4. At the time that this was discovered almost nothing was known about cancer in general.

Cell Phones:
1. We know you are exposed to radio waves which so far have not been shown to cause cancer. They have been shown to be able to be used to cook micro-organisms, but that's about as dangerous as a wool hat for a human.
2. Since this link was proposed thirty years ago, before cell phones became popular no link has yet to be shown.
3. There are no other obvious physical signs of strain due to the phone. One caveat could be that cell phones may increase one's stress level by causing them to always be connected, and this can increase your susceptibility to diseases (including cancer if I remember correctly), but that is more a function of our society than the phone. Holding it can also cause cramps, but that's in the hand of arm not the head.
4. We know a lot about cancer, but we don't know enough to stop it. To be honest I don't think we ever will based on what we already know just like how we can't stop old age.
