Ford had an exclusivity deal for the US market while Fiat had the global exclusivity deal. A Fiat would not have the system in the US and Ford does not offer the system outside the US.

I already answered your question. Only ford could sell Sync in the US and only Fiat everywhere else.
It looks like these deals are ending so then Sync will open up to other manufactures and other markets. -- Republicans: less fiscally conservative than that other party.
