Why has it taken so long to apply the universal service fund to broadband? Well, I guess technically it still doesn't apply, but at least there is legislation out there to push it. 768/128 would be a start for these areas and shouldn't be too hard to accomplish. Companies like AT&T have the revenue to invest, it's just their greedy stockholders that would rather hold onto their money instead of investing it back into the network. Problem is if the status quo keeps up their network will become so degraded that it will cost more to keep up then, rather than invest now.

It already has for areas like yours JonBoySC and all the counties along the state line except those areas no more then a cell tower away from I-85
