Banks sometimes increase hold times for 'high risk' accounts. A low balance could be considered a risk factor, which is unfortunate because someone with a low balance needs funds ASAP.

And they have the most to gain from depositing a check that will bounce, a counterfeit check, or a fraudulent one.

True, if the check was bad the bank can charge a fee, but the bank may have a difficult time collecting it if the depositor skips out. Another reason for the holds is to prevent check kiting.
