They use a particular fabrication process that is standard across the board. Whether that`s 32 nm or 40 or whatever, it`s standard. The smaller the dye, the less it costs. They don`t make special transistors for these devices. No special technology is used, besides a proprietary chip. The smaller the device, the less material you have to use to make it. Thus the shrinking of the PS3, which helps reduce Sony`s costs.

The best analogy to a smartphone is a netbook. Tiny compared to standard laptops, slower, and cheaper.
