I saw this project online - some people have built something like this so I wanted to try.

Materials: computer innards + IKEA Emu steel box ($7 for two - you use the smaller one)

After about 5 hours of work (my first time using a dremel and drill and saw on steel) I was done.

I am using a Pico-PSU and I placed a little steel mesh I found on my hard drive to cool it more.

Works great - the block runs hot, but it's far outside the case so it doesn't matter. As you see in the photos - the PSU takes almost no space, and did I mention it's silent

I'm sorry- I meant what power does it draw at idle and when in use. I'm exploring low power computers and this looks like it would fit the bill.
