TDS 10 Mbps Line

I am having the exact same issue and its getting frustating. I called them like 4 times over the last 2 weeks and every time I have to wait for 15-20 mins before I can get someone on the phone. They sent a tech twice over and the same exact thing about changing modems, applying filters etc. During the day, when the the tech is on the premises, the speed seems to be OK around 7-10 MBPs. However, the problem arises later in the day after 5 PM and this is a routine. Every evening, my supposedly 10 MBPs line drops its speeds in the range of 2-5 MBPs. Its really frustrating and they are now sending me a new modem, which I think is not the issue. I have a feeling the infrastructure is not capacble to handling all the new 10 MBPs connections they have sold recently in the area and the peak evening hours is when the issue really surfaces. But that is when I want it the most, so basically I am paying a premium for a supposed 10 MBPS line.
