I just wanted to chime in a little. First, I consider Comcast's methods to be QoS, but I do acknowledge that they ARE throttling the connection. They accomplish this by slowing the packets sent from your connection.
I looked for the simplest definition that was more based on throttling (referring to speed or at least something not about strangulation) and found it @ PCmag's website.

Definition of: throttle
To cause something to slow down or speed up.

Here is a quick example.
When you adjust the throttle on a vehicle it either quickens or slows the flow of fuel.

I don't want to step on anyone's feet, just trying to provide some examples and maybe some clarity. You can call it whatever you like. Renaming it isn't going to change what the effects of it are.

But that is OUT OF CONTEXT.

The node is saturated. Everyone will slow down, because there is not enough bandwidth to get all the packets through.

At that point, selecting the order the packets go though is simply QoS.

Seriously. They are not causing your speed to slow down. The node is congested. the Node is causing your speed to slow down.
