Judging by how quickly they are selling off the networks they don't feel like maintaining, and the first phase of their deployment being nearly over, I think the availability of FTTH is it's weakest point. It's going to take forever for Verizon to even touch on Comcast's DOCSIS3 deployment numbers with their fiber build out, and by then something even better will be out (DOCSIS4 maybe?)
It's true that Verizon isn't going to touch Comcast's D3 rollout any time soon. However Verizon isn't the only FTTH provider, and Comcast and Cox are the only two national providers aggressively rolling out DOOOCSIS 3 at speeds fast enough that DSL can't match them.
