Deputy registrars are not state public offices. They are politcal appointments/awards... franchises are a better word. Every time the governor changes, the registrars offices seem to change, too. Especially, if the political party changes. I'm not even sure that the clerks in registrars' offices are even considered state employees or civil service employees.
