Because pretty much every government has had laws regarding theft.
Copyright infringement is not theft (how many times does it have to be said?). And copyright is only legitimate to the extent that it _promotes_ progress. The present copyright laws are vastly overreaching due to the fact that they were bought and paid for, and so have the opposite effect. The laws would be just if they were applied retroactively, so for example Disney would pay, with interest, for the public domain content it used to build its empire. Of course that will never happen since they would go bankrupt immediately. Same goes for the US complaining about China benefiting from IP infringement. We did the same to Britain in the 19th century. Do you think the US will ever offer to pay, with interest, for all the IP it infringed? It couldn't afford it, even if it wanted to, which it doesn't.
