Comcast reduced my service Provisioned internet speed

After the Provisioned speed reduced I now only get 25Mbps with Power Boost, I was getting up to 30 to 31Mbps when I would do a speed test - now it acts like it wants to give me that but Stops right at 25Mbps. This all started after the phone service was offered.

They charge more and my service had always been fine until they reduced my Provisioned 22000/2000 to 17600/2000

I called them 6 times so far and asked about the reduction to my Provisioned rate, I was told that I would need to upgrade my hardware to Docsis 3.0 to get the old speeds, I said well you reduced my Provisioned rates and Docsis 2.0 was working fine, Now they tell me I'm getting what It should be. I spent 4 hours in time on the phone with comcast, I have been lied to 5 time from 5 comcast techs. I use Visual Route trace and see they are still Throttling service, I change my mac address to get a new ip and service is fine after the ip change until they Start Throttling the ip again, Then they have just reduced my Provisioned rates so even if I buy 2 modems and pay double using Bridged network connections - I only get the max connection of 25Mbps with power boost on both modems.

I now have Docsis 3.0 modem - like they told me countless times - I was told all of Lansing is Docsis 3.0 - I was told that I would see the rates once the modem was Docsis 3.0 - I was told they would ship me Docsis 3.0 I was told to go pick one up and I spent 20 hours and $20.00 in gas and 2 techs came to my house, this was day after day with problems - all due to the reduced provisioned rate, I asked why they did it, and no, nothing, zip zilch, other then get a Docsis 3.0 modem.

I got a Docsis 3.0 modem from comcast, it show Docsis 2.0 -

I feel the on line support do nothing but try to make you happy again as if they are doing something about it, Now I feel picked on by service techs and on line service tech, not they will not admit to the reduced service I i will post my screen caps soon.

Email - phone calls - tech who come into my home have flat out lied to me and to my face.

What can we do? but cause more work for line techs to repair hardware nodes.
