As for tying it to metered billing, let it go. Seriously. You will only see backlash if you keep insisting on it without clear, tangible evidence that it's needed.

I'm not aware that someone is stopping a rival cable company or your telco from providing service. In fact now with the statewide franchise it should be easier, no?

The only other alternative where I am is (slow) DSL from Verizon. They're taking their sweet time bringing FiOS here. It's been "coming soon" for like 4 years now.

OK so explain what's stopping a rival cable company (i.e. an overbuilder) from coming to town and wiring up a brand new network?

Apart from money and lack of ROI that is.

Right. But no one is stopping Verizon (or anyone else) from rolling out FiOS or any other cable service in your area besides Verizon themselves not wanting to do it.

verizon has slowed wiring new areas and are focusing on existing areas: READ: don't look for fios anytime soon[unless you move to a wired area]
