Because the uploads are still the exact same contention ratio as before D3. D3 adds no upload capacity, so when a cable co ups the upload capacity for the D3 tier, they didn't split any nodes to create that upload capacity. Because of extreme congestion on the upload channels (most systems have only 8 6mhz upstream channels, you must fit DAVIC, DOCSIS for voice, DOCSIS for internet, DOCSIS for VOD, any analog cable TV control channels, and possibly a SCADA system for node/amp/power supply monitoring, and what little upload channels are left can go towards VIP business customers running something special. There is no room for upstream channel bonding on most cable systems.
