More than likely, I'd bet it'd be one of those "value-added" services that they tack on to justify not lowering the price. Along with email, (sometimes) newsgroup access, free security software, webspace, that sort of thing.
Probably if it appears it'll just be an excuse like that to maintain the status quo of pricing.
