I thought AT&T didn't have a say

I thought AT&T said all along that it was Apple that blocked applications? Isn't that what was said in the beginning?

Maybe I missed something.

It is Apple that approves applications, with exception of the ones that violate the Apple/AT&T contractual agreement. There was an article on the front page of DSLR last year that discussed some of the terms, such as restricting streaming video.
