Will subscribers be able to obtain that information?

If ISP's record the URL's that subscribers interact with each month, it should be no problem to provide subscribers with a list of the URL's they access each month and the amount of data uploaded to and downloaded to and from each URL. This would be a great way for subscribers to determine how much bandwidth they use and which URL's were the bad actors. Like doubleclick.
