Verizon probably figured that they are making any lost revenue back on gouging dumbphone users on forced data plans.
Verizon always wins.
Sure they are a for profit company, but it amazes me how many paid lobbyists and employees of their organization will defend every action the company takes no matter how rediculous or greedy it is in the name of capitalism.
