Since when did you become the authority on what is legal and what people do with services they pay for? A t1 is 1995. T3, oc etc are often unavailable to residential addresses. Go ahead, try it.

A Linux DVD iso is only 4.7 GB. 800GB equates to: 800GB * 1024MB/GB / 4.7GB = ~174298 Linux isos. I don't think anyone likes Linux that much. Now, if that is bandwidth that was being used as seeding which is whole nother story.
