If your on ANY kind of government assistance, such as food stamps, welfare, and public housing to name a few, you should be barred from buying lottery tickets.
The money's just going back to the state.
Personally, I don't believe the state should be involved in lotteries. Like you said, it's a sucker's game. The state is just raising money on the ignorant and those with gambling addictions.
