I've seen locations, where the copper in the ground is so poor, a modem will fail a handshake @ 9600.
Uh... Then I guess there's 1200 baud to fall back on? 300 baud? I remember using an old TI portable terminal with a phone handset coupler and built-in thermal printer (no display).
It would make an "interesting" web browsing experience...
