Re: Lobbyist payola can solve this problem. This whole issue is like a practice the car dealers used to do back in the 30's and into the early '50's they would list standard equipment as options and charge for them, heaters, back seats, rear view mirrors etc. This went on until the Car companies finally put their foot down when cheap imported cars such as the Hillman, and Austin, and the Volkswagen started to cut into sales when they where imported in the mid '50's.
