Availability vs Buying ?

This list only tells me what the average speed people are currently paying for, not necessarily what's available.... so using this list to try and identify weak spots in broadband map means you're only looking at part of the problem.

For example, I can think of several counties here in Texas that have some pretty high speeds available right now... but if most of the users are only buying the "budget" tier then that will skew your average. Heck, even if every internet user in San Antonio signed up for Time Warner or AT&T's highest speed then Bexar County would be at the top...

So this list is nothing more than a "huh, that's interesting" report that has more to do with people's free discretionary or disposable income than strong vs weak spots in our nation's broadband availability.
