If AT&T will need to invest the MONEY to solve the bandwidth loss due to frequency degrading on rj11 bundles many of which are acquired from aging telco stock in it's consoldation of other telcos. AT&T did not deploy NEW VDSL certified rj11 bundles to maximize the bandwidth of vdsl. They need to do this sooner rather than later, or else risk losing customers.
