Because you only sync at 25,000, the highest tier you can get is 18/1.5. Also expect for a select few areas, the 25/3 is not available. Contact Tier 2 here on the forums. They can do some line tests to see if you might a need a truck roll to repair your line. If the copper is in good shape and is fairly new, people here can sync at 60, 000 which gives them alot of headroom as ATT expends speeds, HD streams, etc...
