The FCC's new web site »www.broadband.gov/ is using some well known speedtest tools AFTER prompting you for your address. Seems like they are going to collect their own mapping data of where broadband is and how fast it is.

They also have a form you can fill out to report if you have NO or insufficient broadband in your area.

They also have an iPhone app and an Android app you can download from the respective app stores to test and report mobile speeds. Search on FCC in the stores.
