I doubt it is laziness. The VRAD needs to be as close to the copper distribution cabinet (SAI, "cross-connect", "B-Box"; whatever you wish to call it) as possible. The VRAD is the neighborhood terminus of the fiber; it has to convert to copper somewhere, for the "Last Mile" distribution.
