I was down in Argentina last year and was able to get myself a prepaid SIM card account.
For 10 pesos a day or US$2.60 I was able to use their prepaid SIM card on an unlocked AT&T modem and download up to a gig in a 24 period.
Not only was I able to check my email, call back home on skype and download a couple of movies, but I was consistently getting almost 2.7 to 3.1 mb down and 1.9 up.
How is it that the country that invented the internet, has one of the shittiest connections around? Both wired and wireless!

Argentina: 2,766,890 sq km
Maybe size has something to do with it? And a little corporate/shareholder greed doesn't help.
