Every 20 seconds seems a bit excessive, but perhaps the V-Portal uses a different protocol than older ATAs. My VT2442 and RTP300 Vonage routers only do a TFTP (UDP port 69) and NTP (UDP port 123) sync about every 30 minutes when idle.
Since I assume you see this in your primary router's logs, perhaps you should examine those logs to see what kind of traffic is connecting.
