Yes a picture would be great. Make sure to take a pic of a pole with a transformer on it.

Dogwood See Profile is correct. The secondary feeder is pretty clearly duplex wire, hence 1 exposed wire (ground) and an insulated hot wire. It is almost exclusively used to feed street lights, thought it can be used anywhere that requires only a single voltage service.

Just to back that up is a pic showing the transformer connected to the duplex wire
