Tips for if you are stuck with Digis: If you aren't getting those speeds, they should get a ticket to engineering to get a new tower up to relieve congestion. By the way, a single DVD download should not get you throttled (They are usually only 700-800MB). At 1GB of usage, they cut your speed in half. At 2GB, they do it again.
