Lots of older cartoons from Hannah Barbera, Warner Brothers, and others during the Golden Era of animation were targeted towards adults. Later on, Adults' taste in entertainment evolved from slapstick style comedy. The old cartoons were then repurposed as kids' entertainment.
You have to realize that sale of cigarettes towards minors was outlawed by that point. It wouldn't have been in Hanna-Barbera's interest to allow the Flintstones image to be used for selling cigarettes to kids.
