Look across 56th st walkups in Manhattan's west side, or bedford stuyvesant(shingle buildings not brownstones), or bushwick. There are so many buildings where it is obvious the landlord either hasn't walked in them for ten years or simply doesn't care. You can call to say your ceiling is leaking and they'll tell you to put tape over it. Tell them you have mice and they'll say to get a cat, then use your pet ownership as a lease violation when you complain about bad plumbing.
If the conditions are as deplorable as you suggest, then any rational person would move. Likewise, for FIOS, if its so "necessary", then move to a place that offers it.

"Get a cat" - that's a good one.

If it were always that black and white 70% of the aforementioned areas would be vacant. if all landlords had that mentality & reasoning it'd certainly explain how the owners of said buildings can sleep at night.
