yes Ofcom may price control but who still gets to decide on the network. BT. It still didn't do anything. It's still their network and they do as they wish expect with someone saying "hey you can't charge that" we already had that and it didnt' work.

The only other option. Force companies to start building out their own networks; the same thing the Telecom Act '96 was suppose to do.

Actually, ownership of the infrastructure was spun off into a separate company called BT Openreach which manages wiring and connections on behalf of BT and also ensures that any competitor has equal access to the equipment.
