Normally the term "down" means that the DSL signal is gone (the DSL LED in the Modem is off or blinking, not Solid Green like it should be when the DSL is "up"), plus the DSL Modem or Router behind it is not getting an WAN IP address and you cannot perform trace routes (aka tracerts) or pings when the DSL signal is gone.
reply to davork Based on the trace route, are you off site, trying to ping an IP address that is connected with the DSL line?
I also noticed you posted @ 2:47am Local time, which is inside the maintenance window (1am - 5am local time).
It is possible Level3 was doing work on their network, which could be why your trace route dropped on their network. or those hops are not responding to ICMP traffic
