Incoming not working

Outgoing still OK. Incoming calls will receive the following message:

Due to technical difficulties your call cannot be completed at this time.

It happened around 2AM EST. I was on the phone and it got cut off. Then no one can dial in any more. I tried it using my cell and got the above message.

Is this a network down or just my phone? Anyone else having the same problem? Thanks.

thanks. it came back the following morning and is not working fine. but it did stop working that morning.
