I agree - my first take is that they're orphan packets left as a result of a bad or momentarily dropped connection. It sounds like a hardware, bad connection or other intermittent issue to me.

A packet storm or FIN packet DoS isn't a few packets, it's millions per second shoved at the target.

I just hate when the marketing guys get the firmware developers to call every little unsolicited packet an "attack". It causes too much FUD on the part of users who see normal internet noise being represented as evil hackers trying to pwn their computers.
