[ ISP] Cable onda/C&W Panama dropout

Anyone on these boards living in Panama experiencing drops in there service? I have a NETGEAR Dual Wan, both services are dropping out and producing rollover to whichever WAN is priority. Seems this has been going on for 3 weeks, the tech says its a fault in the USA connection side. Other users in my location are also reporting the issue, anyone else here faced with the same problem?
