SPAM has been illegal for some time yet it continues. All the scammers need to do is move their operations out of the United States to a country in the NANP such as Canada or the Caribbean, which already runs scams to get you to call back to what looks like a normal number yet incurs high charges. Caller ID will still work and they won't be on United States soil. -- I support the right to keep and arm bears.
