Just disband the RIAA/MPAA and the that money to run them and distribute it back to the artists.
And how would one accomplish that? RIAA/MPAA are corporations, not government entities. Although you wouldn't know by looking at them with their closed-door deals with the European governments, etc... -- Don't worry, scrote. There are plenty of 'tards out there living really kick-ass lives.
