yes, they can. technically, its illegal, since that means they are monitoring your activity on the net with some sort of DPI, so if my carrier did this, i would sue. thankfully charter does not. AT&T has always had issues with large crowds. Heck, I went to a Minnesota twins game, and NO ONE had service. all the AT&T sites around the stadium crashed(first the 3G, and then the 2G). Mind you, this was only 54000 people in about 2 square blocks. The Vikings games were the same, with around 85000 people, there was no service for AT&T users, but Verizon, Sprint, and Tmobile all had service. This is also a show of market share up here in my neck of the woods. AT&T has about 80% market share in Minnesota because Verizon's service wasn't up to par until about a year ago. That meant that anybody who wanted to have decent service for a cell phone in northern Minnesota/northwest Wisconsin had to go to AT&T, as Verizon's, sprint, and Tmobile would ALL drop calls, and have TONS of dead zones. Heck, Tmobile RENTED tower spectrum from AT&T up here until January of this year, when they put up 4 towers of their own up here, and they still got HORRIBLE service.

are you sure about that? tech support "recommends" a specific test website that in my experience, consistently shows faster than dslreports speed tests.

The Flash test is highly inaccurate. Try the Java test, if you didn't already.
