yes, they can. technically, its illegal, since that means they are monitoring your activity on the net with some sort of DPI, so if my carrier did this, i would sue. thankfully charter does not.
are you sure about that? tech support "recommends" a specific test website that in my experience, consistently shows faster than dslreports speed tests.
