If they accept the deal, they look like they made a mistake in approving it. If they reject it, what recourse do regulators have? They can't fine them, as they have no money. They can't legally compel them to deploy it, as they don't have the money. They can't sell off the assets to companies that can as they likely don't have the legal authority to, nor is it likely a good division of the territory could be found. |
