This does bring up a question about how to deal with roaming fees outside of the US where the actual charges don't show up for a month or longer. Will the US carrier be expected to eat fees where they had no chance to limit them? Or will the new rules make the traveler responsible for running up costs while overseas?
That has always been the argument from the providers: that roaming partners may not submit a bill to your provider for your roaming usage for a month or two. OTOH, GSM was designed by the Europeans to deal with roaming between the numerous national systems, so perhaps delayed roaming charges between European countries is not an issue.
