Who do I contact for reverse DNS setup??

rayvd @dsl.chic01.pacbell.n	Who do I contact for reverse DNS setup?? I have business-class DSL in Reno with 6 static IP's. I want to have my subnet delegated to me for reverse DNS control. Anyone know who I should contact to have this set up? I emailed the email address listed after doing a ARIN WHOIS query on my netblock, but have yet to get a response.
