Considering how long Bell fiddled with the IPTV trials, you'd think that at launch time, they would have had the ability to tell customers reliably whether they can or can't get it.
Unless these are isolated cases, Bell will lose a lot of potential customers, an risk getting a lot of bad publicity of customers sign contracts to only later find out that they can't get it.
